Richard J. Waters, age 59, a life resident of Pulaski passed away Friday at St. Joseph’s Hospital in Syracuse. Richard was born December 7, 1960 in Oswego the son of D. Curtis and Anne Tolan Waters. He graduated from Pulaski High School in 1979. He served in the United States Army Reserves from 1982 until 1986. He was an employee of ATL Plumbing & Mechanical in Chittenango, NY. He also had been employed by Donnelly Plumbing for his career as a plumber.
Richard will be fondly remembered by family and friends as a kind and generous person. His passion for Lake Ontario, jet ski rides and love of crab legs will surely bring a smile to everyone who knew him
Surviving are two sisters, Patricia Wilson and Nancy (Rick) Peer of both Windsor, CT, nephews, Andrew Peer of Beverly, MA, Timothy and Ted Libby both of Oswego, niece, Tracey of Oswego, and his canine companion, Riley, the Salisbury Family, who was like his second family. Richard was predeceased by his nephew Brian Peer who died in 2019, sister Colleen Libby, and two brothers, David and Edward.
Private graveside service will be held at the convenience of the family. Arrangements by the Foster-Hax Funeral Home 52 Park Street Pulaski.
